Schempp-Hirth leaks at dump acuator at wing root.

I have a fix that works on both Discus and Ventus and probably others and the fix does not involve cutting any holes in the wing to actually replace the seal inside the wing. Rather, it involves making a seal that goes around the actuator tube at the wing root outside the wing.
