Rather, it involves making a seal that goes around the actuator tube at the wing root outside the wing.

These are ADSB transceivers for general aviation, and have been installed by the thousands to meet the 2020 ADSB mandate. They typically work in concert with a transponder when going into controlled airspace, but still function fine as an ADSB-out only device without a transponder if the airspace does not require it. They sell for about $2000, which is less than 50% of the TRIG option. uAvionix sent me a set of instructions on how to install and program for use without a transponder, and a sample 337 Form to send to FAA. It can also transmit a 1202 squawk code, which is set while on the ground and is not changeable in the air. It would be very easy to mount this internally in a fiberglass aircraft.

Has anyone used these without a transponder?
Is anyone using ANY device for ADSB-out without a transponder?

The answer to your question is cost sharing is allowed, the private pilot should not pay less than 50%.

7.1 Sharing Expenses. A private pilot may not pay less than the pro rata share of the
operating expenses of a flight with passengers, provided those expenses involve only
fuel, oil, airport expenditures, or rental fees. A pilot exercising private pilot privileges
who accepts any reimbursement that exceeds the pilot’s pro rata share of the operating
expenses of a flight would be paying less than the pilot’s pro rata share, and thus would
be violating the limits of the expense-sharing provision of § 61.113(c). Additionally,
§ 61.113(c) permits reimbursement of expenses only from the passengers on the flight.

This is in relation to the FAA rules about what costs can be shared and the portion of the cost allowed for each person in the aircraft. Can the student pilot pay for the full tow fee without it being considered compensation for the private pilot, or improper sharing of the cost?

We play out the cables at the same time to the launch site. That way, if a student makes a five-minute pattern flight, the second cable is on the ground ready to return her to the air in minutes. We also could use the dual system to put two gliders in the air one right after another. When the second cable has been used, our field vehicle drives down to the launch area, connects to both cables, and brings them back to the launch area.
