FAA officially allows parallel operations within RSAs

The FAA recently published change 13B to AC 150/5300 which now allows parallel runway operations on turf areas within the runway safety area (RSA). This is a policy which the SSA first advocated back in 2010. Based on our advocacy, the FAA has been allowing these operations as exceptions on a case-by-case basis.
