This change request was coordinated in advance with the SSA.  The persistent problem is that a couple towers have insisted that while “gliders not in contact with ATC” can squawk 1202, “gliders in contact with ATC” cannot squawk 1202.  This problem also existed for code 1200 until 2016, when the FAA changed the wording of 7110.66 for 1200 but neglected to change the wording for 1202. The FAA admits that this was an oversight.
